It means that for each person at the table, the bill (food + drink) must reach at least €20. If someone orders less, the difference will still be charged so the minimum per person is met. We have limited seating. When people come, stay a long time, but order only a drink (or very little food), it makes it hard to serve others. Having a minimum helps balance that.
